The Government-to-government Agreement (G2G) is a collaboration between the United Kingdom and Peru through which United Kingdom provides Peru with the best experts to complement the work of the Lima 2019 Organizing Committee in accordance with transparency and integrity laws.
The G2G is being audited by the Comptroller of the Republic since the end of 2016 and it follows the highest international procurement policy standards. Furthermore, severe anti-corruption measures of the United Kingdom Law have been applied to all projects obtained through the G2G.
It is necessary to remember that the United Kingdom is one of the 10 most transparent countries in the world and oversees the companies and professionals participating in the Special Project for the Planning and Development of the Lima 2019 Pan American Games and Parapan American Games.
So far, Lima 2019 has been successful and has shown that high procurement standards can also be applied to large-scale infrastructure projects in Peru, which could not have been delivered on time through public procurement procedures. The G2G contributed to implement innovation, good integrity practices, environmental and social sustainability, among other good international practices.
Although the VIDENA project costs have increased, Lima 2019 has worked hard to ensure all necessary infrasctructure is designed and works are duly paid, respecting the global budget established in the Master Plan. Up to date, together with the United Kingdom, we have reviewed and improved the Master Plan, so that funds are allocated more efficiently and that executed works leave an important legacy to Peru.
This resulted in a better control of the budget and important savings in other construction works and throughout the Games management, allowing us to finance a project of great magnitude and complexity such as VIDENA. Lima 2019 has not requested additional funds from the Government and we are on our way to finish the construction works within our assigned global budget.
In addition, the experts hired by the United Kingdom are not aware of any infrasctructure project of similar complexity that has been built at this speed in the world. The projects designed and built in VIDENA in less than 16 months represent an unprecedented milestone in the execution of similar sports projects in the world.
Internal and external reports state that projects executed in VIDENA with our current budget are are favorably compared with other projects built for similar international sporting events.
The tendering processes executed through the G2G are open and transparent. Over 30 companies participated in each international tender, and no objections have been filed in any of these. Unprecedented facts in public infrastructure projects in Peru Lima 2019 will have venues that comply with the requirements of international federations on time within the allocated global budget.
The Pan American and Parapan American Games will change the relationship between sports and our country completely and these Games will make Lima the sporting capital of the Americas.
