Executive Director of Lima 2019, Carlos Neuhaus Tudela and Secretary General of Lima 2019, Amalia Moreno Vizcardo, participated in the lecture “Sports Law and the Lima 2019 Pan American Games.” The event was held at the Law Faculty of the University San Martín de Porres.

In the “Ruben Guevara” auditorium the Lima 2019 executives presented the main progress in the Organization of the continent's most important multi-sport event our country will held for the first time in less than three months.

Carlos Neuhaus explained that so far, the Organization met with the delivery of 10 sports centers to the respective federations and highlighted that it also completed in advance the Pan American and Parapan American Village.

Currently, Lima 2019 has delivered the baseball, hockey and rugby stadium, the tennis and pelota fronton courts in Villa Maria del Triunfo, as well as the Miguel Grau Coliseum and the Callao Sports Center; in addition to the athletics warm-up track and bowling center in the Videna and the football stadium of the National University of San Marcos.

The Executive Director of Lima 2019 claimed that the Organization is working on several subjects such as medical services, sports, security and catering for the athletes and technical officials who will arrive in the country. “Lima 2019 is a State commitment and we are are fulfilling it. We’re preparing to welcome the best athletes of the continent. Peru will have high quality sports facilities and a housing complex, which have been built and remodeled within the established budget”, declared Neuhaus.

Management in the Public Sector

Meanwhile, in the event organized by the University’s Sports Law Studies Center, Amalia Moreno spoke about the legacy on Management in the Public Sector and emphasized the clear processes and competitive recruitment for various projects being developed thanks to Government to Government Agreement with the United Kingdom.

The Lima 2019 Secretary General indicated that one of the main benefits of this process will be the legacy of knowledge and specialized technical assistance. She also stated that Lima 2019 had several contracting mechanisms, including contracting with international agencies of the United Nations (UNOPS), Peruvian Procurement Law and the Works for Taxes project. They all, without exception, followed the same competition and transparency standards.

The agreement with the United Kingdom had an influence on six main areas including: Legacy, Infrastructure, Operations, PMO, Personnel and Knowledge Transfer.

Furthermore, she also pointed that the impact of the Games will be reflected in the physical legacy (works of permanent infrastructure, equipment, etc.), social legacy (like promotion of sports as part of the educational role, operational transport plans, politics, volunteering and more) as well as the institutional legacy (operational management of sports events, public management, infrastructure projects, etc.).

At the end of the lecture, Jorge Canales Vargas, president of the Sports Law Studies Center, awarded certificates of honor to Carlos Neuhaus and Amalia Moreno for their presentation to the student community at the University San Martin de Porres. Additionally, with the motto “Let’s all play” the President and Secretary General also took the opportunity to invite all the student community to be part of the Games.
