Lima 2019 conducted an emergency response drill near the beginning of the Pan American Games at the VIDENA facilities, in San Luis,
The Lima 2019 Multi-sectoral Security Commission executed the operation with the participation of the different areas of the Peruvian State, such as the Peruvian National Police (PNP), the Ministry of Health, the Fire Department, and the Peruvian Armed Forces, etc.
The simulation mobilized around 500 officer of the different PNP specialized units in face of an explosion that left 100 wounded of varying degrees of severity
These 500 Police officers are part of the more than 18 thousand officers the police has planned to deploy in different points related to the Pan American and Parapan American Games.
A Multi-Sectoral Job
Oscar Tejada, Deputy Director of Operations for the Pan American and Parapan American Games Organization, mentioned that this last year and a half they have been working, confidentially by the nature of the event, in different alternatives and protocols to respond to any contingency.
“In this Multi-Sectoral job we have seen things as fires, protests or terrorist attacks. This to identify and mitigate any impact or risks, taking into account that we will have Olympic-level athletes, authorities, press, tourists, etc”, said Tejada.
General Mario Arata Bustamante, Chief of the Lima Police Region, mentioned that 2 970 police officers will be fully trained by the Lima 2019 organizers to be able to face any emergency during the sport competition
“Emergencies can be of different types, from a fire to a tsunami, going through an explosion or an attack. ” We need to remember that several world-class athletes are coming to our country and we have the responsibility as hosts to provide the security and safety this tournament calls for”, said Arata.
On his part, the Ministry of Health (MINSA) will deploy 923 trained responders, 64 ambulances and 20 first response medical posts that will be present at the 40 venues were the sport event will be held..
During the drill, the 100 wounded, who were identified with color cards according to their severity (50 with red cards, 30 with yellow cards and 20 with green cards), were transfered to the reference hospitals strategically chosen for each situation and according to the patient's severity color.
In this scenario, the red card hospitals are Dos de Mayo, Loayza, Almenara, Clinica Ricardo Palma and Rebagliatti Hospital (it has a heliport) The wounded identified with yellow cards will be referred to the National Children's Hospital in San Borja, Clinica Internacional, Rebagliatti Hospital and Clinica Javier Prado. While the green card for wounded will be taken to First Response Medical Posts (PMA).
In this context, the MINSA is training 100 police officers who will know about the triage cards (green, yellow and red) system for the victim's transfer and wound care for a possible chemical attack.
The MINSA health professionals, through the Main Office for Disaster Risk Management (Digerd) also practiced their professional protocols for Nuclear Defense, Radiological Risk, and Bio and Chemical hazards (NRBQ in Spanish), to activate their action procedures to prevent chemical attacks and reduce risks.
It is worth noting that the Lima 2019 Pan American Games will welcome the 41 National Olympic Committees that comprise Panam Sports, and will gather 6680 athletes taking part in 39 sports and 61 disciplines between July 26 and August 11.
Likewise, the Parapan American Games will gather 1890 athletes participating in 17 sports and 18 disciplines between August 23 and September 1.
Lima 2019 will be a qualifying event for the Tokyo 2020 Olympic and Paralympic Games, which guarantees the presence of the top athletes in these sport disciplines.
