“If we see the Games (Pan American and Parapan American) as a show, the investment made will represent an expense, but if we see them as a legacy, it will be an investment. We have our minds set on the legacy, on the day after,” said Carlos Neuhaus, Lima 2019 executive director.
In an interview for the media, he estimated that the Games will bring 175,000 tourists and will be seen by 400 million people around the world. “We’ll provide 700,000 meals for athletes. Everything will be prepared here by people who will work during the Games.”
The Lima 2019 Executive Director mentioned how the Games allow road works to be completed and no longer postponed, even though they are not the responsibility of the Organizing Committee.
“For example, if it wasn’t for the Games, the Panamericana Sur auxiliary road would have not been finished. People will use this road every summer. There are construction works being carried out around the Village now and they must be completed. Major Muñoz is aware of this and is working on it,” he said.
Neuhaus also mentioned the legacy of Lima 2019 in terms of the Government-to-government Agreement, which allowed to execute construction works under the NEC contract by working with PMOs (project managers).
“It is a contract executed by engineers. When discrepancies arise, there’s no need to call a lawyer because there’s a conflict resolver board comprising engineers and sometimes lawyers specialized in this kind of contracts. They force contractors to come to an agreement. If they don’t come to an agreement, the board members make a decision that forces them to do so. The pros of this kind of contract is that the work doesn’t stop. This is great for a country like ours, where non-completed construction works cost us PEN 16,000 million. El Derby bridge and Costa Verde are just a few examples of this,” he explained.
“We outlined the requirements of the Government-to-government Agreement. In an internal process, the British Government chose the PMOs (Arup, Four Global and Mace). They’re responsible for managing all the processes under the supervision of the UK Department of International Trade, so that everything is done according to transparency rules. The United Kingdom is among the top ten transparent countries in the world. Once the process started, any kind of contact with bidders was prohibited,” explained Neuhaus.
Finally, the Lima 2019 Executive Director invited all Peruvians to route for their heroes during the competitions. He said they are the most important legacy of the Games.
“I was lucky to meet one of these young men. He’s from Piura and used to carry water containers to take some money home until he was discovered by a coach of the Peruvian Institute of Sports, who told him: “Hey, come here. I’ll train you”. Nowadays, he is one of the favorites to win the gold medal in weightlifting at Lima 2019.”
