Neuhaus stated for a local radio that some key actions were adopted, such as the UK agreement, automatic licenses for infrastructure works and the support of other Government entities, regarding provisions set out in Law Decree 1248 and 1335.
“In order to get a project management overview, we called for tenders among countries that have participated in Games (Olympic and Paralympic), such as Canada, Mexico, Brazil and England. All Games involve consulting companies such as Deloitte, Ernst & Young or PwC that would have cost us much more money that the UK Agreement,” he explained.
He highlighted that the great benefit of this agreement is that the UK is among the top ten countries with best anti-corruption policies perception index worldwide, besides having the experience of organizing the London 2012 Olympic Games.
“It allowed Lima 2019 to have an international team of high-level experts. We have hired the very best in the world. We work with professional experts from Australia, Canada, Brazil, Spain, Greece, Indonesia, an international team so called Olympic gypsies,” he stated.
Later, he said that speeding up the license mechanisms for infrastructure works was not meant to avoid the Government Procurement Law in any circumstances. “It was necessary, as a precondition, just as it was done in Games organization of other countries, that there were special laws to facilitate infrastructure works, so they could be carried without stopping,” he said.
In this context, the existing infrastructure has been used as much as possible, as in the case of the National University of San Marcos football stadium. “We discussed the construction of another stadium, which would have been really expensive. Instead, we remodeled the stadium that was already there. It was a forgotten facility and now it complies with all safety regulations and has FIFA 1 artificial grass. "
He also indicated that the Army's collaboration was really important, for example, in leveling the entire site of the venues of Villa María del Triunfo Sports Center and the Pan American and Parapan American Village in Villa El Salvador.
Road works and San Marcos Stadium
Regarding road works, Carlos Neuhaus said that they are working with the municipality of Lima, and that the most important sections will be prioritized, so they will operational during the Games.
“I have a great relationship with Mayor Muñoz and I deeply appreciate his commitment, because tenders were called during the previous municipal administration. The Pachacutec avenue, which goes from Panamericana Sur to El Sol avenue, will be a priority. We are working to have the Pan American highway ready for the Games,” he said. In addition, he is also working hand in hand with the Ministry of the Interior in transit and security issues.
