Lima 2019 President Carlos Neuhaus Tudela presented at the 56th Annual Conference of Executives (CADE) the new management model for public administration developed to achieve a State’s goal, the Lima 2019 Pan American and Parapan American Games.
Carlos Neuhaus stressed that this model enables transparent processes with zero challenges and zero complaints and that construction works are being executed according to the established schedule.
“We had to look for a new public and private management model, a combination of both, that would allow us to meet this State’s goal. Peru's reputation depended on that,” he said.
He also said that as he took on his role, “we were about to miss the chance to host the Games in our country; however, we could not allow this to happen.”
Specialized international technical assistance
During his speech at the conference on “Infrastructure and logistics for productivity”, he explained that this new management model should be based on having a team and a vision of legacy, specialized international technical assistance, transparent and competitive hiring processes that also allow for knowledge sharing, that is, Lima 2019 professionals could be trained and be able to be employed in other positions and countries.
He recalled that the government promulgated two legislative decrees for the progress of the Games. These decrees allowed, for example, automatic licenses and the participation of government bodies like the Armed Forces for land leveling works where Lima 2019 construction projects were going to be carried out.
Government-to-government Agreement
With regards to the signing of the government-to-government agreement with the UK, Carlos Neuhaus said that before reaching that agreement, very hard negotiations were held both with the UK and Canada, countries with a very high level of competitiveness.
“The decision was very difficult. We were looking for help in infrastructure, project management, procurement, organizational sports management and above all, in the legacy for the future,” he said remembering that the signing with the British government was held in April 2017, and "we are making progress.”
Process that ensures competition
Carlos Neuhaus said that Lima 2019 implemented a process that ensures competition.
"Ethical and professional integrity was assessed.We requested audited financial statements and without objections. Also, knowledge about projects through questionnaires with reasonable deadlines, all over the Internet through a technological platform,” he noted.
In addition, he said that in the same way, innovation and conflict prevention were evaluated, and there were dispute mechanisms that did not let the works stop,” he said, referring that all this was done through the Internet, on a technological platform.
The Lima 2019 president also highlighted the use of the so-called NEC contracts (New Engineering Contract). “These contracts are designed by engineers to carry out works in an efficient manner,” he said, noting that these contracts are adapted to the works and not the works to the contracts.
Results
With reference to the aforementioned results, the highest authority of the Lima 2019 Games remarked that in five infrastructure projects, 40 companies from around the world participated in each process.
These projects are: the Athletes’ Village in Villa El Salvador, the VIDENA in San Luis, the Villa Maria del Triunfo Sports Center, the Callao Regional Sports Village (including the stadium of the National University of San Marcos) and the Villa El Salvador Sports Center.
“We make efforts to stay within budget of four thousand 300 million soles and there is a very good risk management. We have experts from many countries and 40 functional areas. Lima 2019 is not only construction works, but it is the whole organization,” he explained.
He also stressed that Lima 2019 works with the Comptroller General of the Republic with a concurrent control system. “We are moving forward, observations are presented and discussed, reports are issued, and a deadline is set. We are able to correct mistakes within the deadlines,” he said.
400 million spectators
In his speech, Lima 2019 president pointed out that it is estimated that 175,000 people from countries in the Americas and many other places in the world will visit Peru during the Games.
He added that the Games will be seen by 400 million people around the world. “Peru will be in view of everybody and we all have to participate,” he said.
It should be noted that Paracas, where the CADE is held, will be the venue for sailing competitions at the Lima 2019 Games. This natural venue will gather the best representatives from all over the continent.
About the Pan American and Parapan American Games
The Lima 2019 Pan American Games will welcome the 41 National Olympic Committees that comprise Panam Sports and will gather 6680 athletes taking part in 39 sports and 62 disciplines, between July 26 and August 11. Twenty-three of these disciplines are qualifiers for the Tokyo 2020 Games.
In addition, the Parapan American Games will gather 1890 athletes who will take part in 17 sports and 18 disciplines, between August 23 and September 1. Thirteen of these disciplines are qualifiers for the Tokyo 2020 Games.
